
Development of the participation and information strategy for the Pantin-Quatre-Chemins Station Eco-district project


Eco-district development zone at the Pantin train station – Quatre Chemins area, a long-standing project , entered its operational phase in 2020. This project had already been the subject of several consultations since 2011; the next step was to determine when and how to re-engage the public, according to what methods and on what topics. Appointed in 2020 by the local authorities involved in the project, the SPL Ensemble (a public-private partnership), the developer, sought the assistance of a project management consultant to define the short-, medium-, and long-term public information and participation strategy for the project, as its various phases were implemented.
A preliminary assessment was conducted based on a document analysis, a site visit to the project, a series of strategic interviews with elected officials and city departments, as well as a series of interviews with 23 associations in Pantin.
Based on the diagnosis, a stakeholder map , detailing for each stakeholder the various elements of knowledge and characterization, their degree of involvement, and their positioning with respect to the project.
Establishing the structuring principles of the public participation and information strategy
Design, facilitation and reporting of a co-construction seminar on information and participation methods with the project management team, SPL Ensemble, the services of Est Ensemble and the City of Pantin
Production of the complete participation and information strategy, augmented by the program of participation and information actions to be implemented in the short term
