
Consultation for the development of Transition and Ecological Recovery Pacts (PTRTE) in the Grand Est region: recovery in the territories with a view to transition


In the context of health, economic, and environmental crises, the Government sought to support the recovery in local areas, with a view to ecological, demographic, digital, and economic transition, by creating the CRTEs (also known as PTRTEs in the Grand Est region). Within the framework of the agreement with the ANCT (National Agency for Territorial Cohesion), Res publica and Eurogroup Consulting assisted 11 small rural areas in the Grand Est region in the participatory development of their Ecological Transition and Recovery Pacts (PTRTEs). This support for the inter-municipal authorities (EPCIs) was carried out in close coordination with the departmental prefectures and the Grand Est Region.
Analysis of existing work and data on the territory (urban planning documents, statistical data, etc.); and conducting interviews with stakeholders and elected officials in the territory to consolidate a portrait of the territory and define the need for participation.
Co-construction and definition of a consultation and mobilization strategy with regard to the objectives and targets of each territory.
Facilitating consultation workshops with public and private stakeholders, both in person and remotely (depending on the context), to define the diagnosis, the orientations and then the action-projects for the territory in the coming years.
Support in drafting the territorial project through the drafting of meeting minutes.
A turnkey participation kit, tailored to the community, is provided, including a facilitator's guide, a slideshow, and contribution materials for a wide range of territories. This is all accompanied by support for services through training on how to use the tools.
