European Project PHOENIX – The rise of the citizen voice for a greener Europe
Consortium: 15 partners (including Res publica) in 10 European countries, coordinated by the Centre for Social Studies of the University of Coimbra (Portugal)
Context
In 2019, the European Commission presented the European Green Deal, a roadmap to make Europe climate-neutral by 2050. As part of its implementation, PHOENIX aims to promote participatory and deliberative processes to achieve this ambitious goal. The project's main milestones are:
- Document and analyze four deliberative and participatory processes used in Europe: participatory budgeting, citizens' convention, public debate and the conference system;
- Identify the social, political and environmental contexts of pilot territories;
- To propose deliberative and participatory processes adapted to these territories to address the issues of the green pact (energy, food, forest fires, etc.);
- Establish Territorial Commissions for Co-Design (TCCDs), composed of citizens, elected officials, and various stakeholders within these territories. Together with the relevant authorities, they will contribute to the design and implementation of innovative deliberative and participatory processes.
Missions
To ensure the coordination of the consortium to create and manage the territorial commissions of 11 pilot territories within 7 European countries ;
Create and manage the two French territorial commissions , one at the national level on a public debate of the CNDP and the other at the metropolitan level in connection with citizens' assemblies on local and metropolitan environmental issues with the Rouen Normandy Metropolis ;
To provide expertise in consultation to inform academic work and produce a set of recommendations.
