
Consultation and communication regarding the 2050 project of the Rouen Normandy Metropolitan Area (ScoT-AEC and PLUi)


The Rouen Normandy Metropolitan Area must implement its territorial development plan for 2050, which involves revising planning documents:
• The development of the Territorial Coherence Scheme (SCoT), which also serves as the Territorial Climate, Air and Energy Plan (PCAET) , revising the content of SCoT approved in 2015, and the PCAET approved in 2019, which has undergone a mid-term review;
• The revision of its Intermunicipal Local Urban Development Plan (PLUi), approved in February 2020.
Within this framework, Res publica has been commissioned to design and facilitate public consultation and citizen participation mechanisms.
Providing ongoing support to technical teams to facilitate project governance, highlighting the contributions of consultation and connecting them to technical studies.
Raising awareness among the population about the challenges facing the territory, particularly in terms of social and ecological transition and adaptation to the effects of climate change.
To encourage public mobilization and participation
Gathering and developing proposals with the public on topics such as urban planning, housing, mobility, facilities, economic development, commerce, agriculture, energy, the environment, natural spaces…
Co-constructing the SCOT-AEC/PLUi with all stakeholders in the territory (economic, institutional and associative, as well as residents).
For citizens, identify the behavioral changes to be made and the triggers necessary to achieve the set objectives .
