Context

As part of its "Place de la Santé" initiative, the FNMF wanted to organize a national citizens' conference to answer the questions: Under what conditions can aid and mutual support allow us to strengthen solidarity and social bonds among us all? What forms should aid and mutual support take to achieve these objectives? 

Seventy randomly selected participants gathered over three weekends to develop a citizen's perspective on aid, mutual support, and community solidarity. Numerous concrete proposals were submitted to the FNMF (National Federation of Mutual Aid Societies) for presentation to its members, implementation, or inclusion in the public debate preceding the 2022 presidential election.

• Framing and preparation of the deliberative process

• Monitoring and reporting of the system to the Governance Committee 

• Preparation, facilitation and reporting of interregional workshops on taking into account citizen opinions by mutualist activists 

Innovative dimensions of the approach

• Organization of a citizens' conference by a private actor 

• Integrating citizen input (not necessarily from customers) into the strategic thinking of mutual insurance companies 

• The issue (aid and mutual support) is a departure from the current practices of the FNMF, allowing it to broaden its scope of reflection and even its activities. 

• Discussions on health, solidarity, and mutual support with stakeholders on the ground: speed meetings with 20 witnesses
