Citizen jury mandated by the Economic, Social and Environmental Council (CESE): to draft a collective opinion on “New Generations: what promises for what future?”


A breakdown of social mobility affects many social groups, keeping people excluded because of their place of birth or residence, their cultural capital and their social origins.
The EESC therefore created a temporary commission on the theme "New Generations: What Promises for What Future?" to produce an opinion on this subject. This commission worked in conjunction with a group of randomly selected citizens.
The draft opinion was submitted to a vote by the plenary assembly of the EESC on July 7, 2020, and received 180 votes in favour and 0 votes against (207 voters).
Strategic advice in implementing the approach
Design, organization and facilitation of the citizen group's working sessions, up to the production of the opinion
A "mirror" experiment between the temporary commission of the EESC and the citizens' group
A random selection of citizens by random generation of telephone numbers
Collective deliberation sessions in 4 sessions of 2.5 days each
During the health crisis, remote and videoconference formats allowed participants to develop the opinion
Experimenting with unexplored facilitation methods in the health field, such as the prospective workshop.
