the development of the Vaîtes wetlands into an eco-district in the early 2000s . In 2013, the project was adopted by the city council. Strong opposition arose, with residents' and environmental groups mobilizing against the project and occupying the land in 2020, creating a ZAD (Zone to Defend). The new municipal government elected in 2020 sought to reassess the project. Its approach is based on two mechanisms: a local IPCC (Intergovernmental Panel on Climate Change) and a citizens' conference .
