Context

In the early 2000s, the City of Besançon began thinking about developing the Vaîtes wetlands area into an eco-district. In 2013 the project was adopted by the city council. Strong protests have emerged. Local residents' and ecological associations mobilized against the project and occupied the land in 2020 by creating a ZAD. The new municipality elected in 2020 wanted to question the project. Its reflection is based on two devices: a local IPCC and a citizen conference.

Missions

• Organize a public consultation before the conference with all the inhabitants of Besançon on the future of Les Vaîtes.

• Putting online a datavisualized debate via the map of ideas on the Jenparle platform.

• Drawing of lots and monitoring of the 50 members of the conference on the electoral lists based on criteria to ensure their representativeness.

• Contact and mobilization of experts and personalities to inform and train the participants.

• Organization of the working sessions for the drafting of the final opinion.
