Context

the development of the Vaîtes wetlands into an eco-district in the early 2000s . In 2013, the project was adopted by the city council. Strong opposition arose, with residents' and environmental groups mobilizing against the project and occupying the land in 2020, creating a ZAD (Zone to Defend). The new municipal government elected in 2020 sought to reassess the project. Its approach is based on two mechanisms: a local IPCC (Intergovernmental Panel on Climate Change) and a citizens' conference .

Missions

• Organize a public consultation prior to the conference with all the inhabitants of Besançon on the future of Les Vaîtes.

• Random selection and monitoring of the 50 members of the conference on the electoral lists based on criteria to guarantee their representativeness.

• Contacting and mobilizing experts and personalities to inform and train participants.

• Organization of working sessions for drafting the final opinion .
