
Citizens' Convention for Climate: the 150 randomly selected citizens developed measures aimed at reducing greenhouse gas emissions within a framework of social justice.


Following the Great National Debate, the President of the Republic announced the organization of a Citizens' Convention for Climate , bringing together 150 citizens selected at random from across France, with the aim of developing proposals to reduce greenhouse gas (GHG) emissions by at least 40% by 2030 in a spirit of social justice. The work took place at the Economic, Social and Environmental Council (CESE).
Citizens were divided into 5 thematic groups: "food", "transport", "consumption", "housing", "work and production".
The Convention formulated 149 proposals (legislative or regulatory provisions, referendum proposal) which were presented to the President of the Republic and the Government on June 29, 2020.

The Citizens' Convention for Climate is itself an innovation in terms of its composition, governance, mandate, and scope of work. Furthermore, the design and facilitation of its work has enabled:
Mobilizing innovative formats for citizen work: structuring work in plenary sessions, groups and inter-groups, speed-dating with experts, supporting citizens in reporting on certain work sequences…
Mobilize a group of experts tasked with supporting citizens in their deliberations in order to ensure the operationality and effectiveness of the proposed measures.
Working with a group of legislative experts whose mission was to support citizens in transforming the measures they proposed into legal provisions, regulations or referendum subjects.
To combine face-to-face work, remote work and work on a digital online dialogue platform, in order to facilitate exchanges between members of the Convention.
