
Consultation on the feelings of the inhabitants of the Catalan Transborder Area


The Catalan Cross-Border Area (EscaT) corresponds to a cross-border living area encompassing the Pyrénées-Orientales department and the comarques (counties) of the province of Girona . Convinced of the potential and the importance of the specific challenges facing this territory, the Pyrénées-Orientales Department, the Generalitat of Catalonia, and the Diputació de Girona have long worked together on its development, collaborating on various projects and supporting initiatives led by key stakeholders within the EscaT .
Today, these partners have succeeded in persuading the European Union, which recognizes the specific characteristics of this cross-border territory . The EU has therefore decided to support the three local authorities in implementing an experimental territorial approach for the EscaT . Over the next six years, several thematic calls for projects will be launched and funded by European funds to help strengthen cross-border cooperation.
Our mission is to initiate a broad citizen consultation that meets the following objectives :
• Facilitate massive participation in the citizen consultation by alternating online and in-person participation methods within a constrained schedule
• Offer citizens and stakeholders a space for information and awareness-raising on cross-border issues
• Encourage the collection of expectations and ideas from residents to prepare a call for European projects
• The distinctive feature of this mission lies in its multi-partner and multilingual support .
Implementation of a Jenparle citizen participation platform containing an online survey and a call for thematic
Support for public mobilization through the implementation of a communication plan relying on local partners.
Creation of information and mobilization tools
Preparation of an online citizen focus group , composed of citizens invited to vote for their favorite projects, as part of a call for projects
