"Greater Arras 2024" consultation: development of a consultation and communication strategy


The Arras Urban Community is responsible for developing several inter-municipal strategic planning documents, namely the territorial project, the inter-municipal urban housing plan (PLUi), the mobility plan (PDM), the local housing plan (PLH), and the analysis of social and economic needs (ABSE).
Res publica is tasked with designing and facilitating public consultation processes in order to:
- raise public awareness of territorial issues,
- encourage the mobilization and participation of diverse audiences,
- gather residents' proposals on topics such as urban planning, housing, mobility, infrastructure, economic development, the environment, and natural spaces,
- mobilize the territory around an ambitious project for social, ecological, and economic transition, linked to all the aforementioned themes,
- identify the necessary behavioral changes and triggers for citizens to achieve the established objectives.
Definition of the consultation strategy
Organizing and facilitating participatory workshops to raise awareness of planning and land-use issues through a card game
Organizing and facilitating forums bringing together local stakeholders
Facilitating community meetings bringing together elected officials from the area
Organization and facilitation of a seminar with the 300 employees of the Urban Community
Organization and facilitation of participatory, forward-looking workshops on thematic scenarios for the territorial project
Organizing and facilitating meetings with specific audiences: youth day, workshop with seniors
