
Internal dialogue with employees of the Primary Health Insurance Fund: to contribute to the discussion on the organization of working time


The management of the CPAM (Primary Health Insurance Fund) of Bas-Rhin has decided to involve all employees of the organization in the overhaul of its working time arrangements. The objective was to create the conditions for dialogue among staff regarding working hours, with a view to a new flexible working hours agreement.
The purpose of this collaborative dialogue was to inform the discussions and exchanges between Management and trade unions in the context of future negotiations on this subject.
To allow all employees (1,000) to express their views and thus have the most accurate and comprehensive view possible of the perspectives present within the company, while fostering collective reflection
To highlight points of divergence and convergence
To arrive at concrete and innovative working proposals for management and trade unions
Access to dialogue for all employees, through a system of digital and in-person debate, the former feeding into the latter
The production by employees of operational proposals on the organization of working time, intended to inform social dialogue
The use of the open forum facilitation method allows employees to define for themselves the topics they wish to address collectively regarding the organization of working time.
